We know that reducing GHG emissions will help us address climate change, but not everyone agrees on the best way to get there. A smart climate policy must include the participation of all major emitting nations, all sources of GHGs, all types of GHGs, and all sectors of the economy—with no exceptions.
The electric power industry is one of many sectors of the economy responsible for GHG emissions. With the participation of all sectors, we will be able to make significant GHG reductions, while managing costs.
Legislative proposals generally include one of two mechanisms for reducing CO2 emissions: implementing a cap-and-trade program or imposing a carbon tax. Making significant GHG reductions will be expensive, no matter what approach is taken. And
these costs will have the greatest impact on
lower-income families, those
on fixed incomes, and
energy-intensive businesses
and industries.
